Is it just for a bit when you start up cold? or does it idle high all the time?

If its just when cold starting your Idle control valve probably needs a good clean out, they gunk up bad and cause high idle.

If its all the time again it could be ICV but a vacuum leak will also cause high idle.

Other possibly is someone has frigged with the throttle body settings.
there is a bypass screw that will bump up the idle but it should be sealed from the factory.

Also check the obvious easy option, how's your throttle cable tension? Mine has to be pretty slack otherwise it'll hold the revs up and give a fast idle.

Check it with the cable disconnected.
